Description

WHY: We want to have runners put into the OurComposeRunners project and have theirr access restricted by subscription.

DONE: When various API keys are generated with appropriate permissions that either do or do not include the OurComposeRunners project.

HOW: Automated API key generation scopes correctly based on subscription.
