WHY: Bitwarden should store all of the vault passwords for all of our instances. However, it should store them where Jack and I can't get to them without a 2-of-3 key.

DONE: When all of the vault passwords are saved into bitwarden when they are created if they are using CE infra.

HOW:
This is probably likely to have us split up a key in three with python and make it 2-of-3, and use that key as the user password for the ourcomposebot user in our bitwarden instance.
